Added IT reqs from DPA buy #30

This PR adds the same IT requirement document to this repo that was used for the initial DPA procurement. Some additional edits may be required to this document after adding it. This closes #26.

I think all of this stays the same right up until Master Data Management. There we have our first mention of the MCI and the Person Services WSDL. There are a few other MCI mentions sprinkled throughout the document, too.

A short distance later, things get back to being broadly applicable, until we get down to Integration Security Controls, where there's a mention of the Alaska eHealth Network, which I don't know if applies here.

Farther along, the Desktop Access and Configuration section will need to be rewritten, since it focuses on the "the DHSS standard browser" on the desktop, which of course isn't what we're doing with this procurement. Both that and the subsequent "Mobile Devices and Tablets" section will need to be rewritten.

Likewise, the following DHSS Wide Area Network, Telecommunications, and Perimeter Security Services and Standards section will need to be rewritten, because of this procurement's focus on low-to-no-bandwidth use cases on mobile.

Those are all of the necessary changes that I've found. It's a relatively low percentage of the overall document.

Seems to me that the thing to do is to merge this, and then I can copy those ☝️comments to a new issue, to begin making those changes.

I am merging this doc. @mheadd @waldoj @randyhart, I need to make you and other staff on this RFP are aware that the IT requirements and standards attachments are a required document that DHSS IT controls and tailors to the procurement. With centralized IT staff, we have found that programmatically focused staff are often unaware of significant IT requirements and standards details that affect these procurements. The responsibility to tailor this document is not delegated to project staff.
