This PR modifies the requirements in Section 3.02 by including features listed in the product backlog that the vendor will need to provide. Closes #9.

@susanjabal I fixed the merge issue that was impacting this pull request. We both made similar changes to swap out OCS for DPA, but I also removed a couple of extraneous references to ARIES and EIS that we don't need. If you are OK with this, you can just click the green merge button to merge the changes and close the associated issue. Thanks!
