Section 2.01: Background I wonder if we should add in to the Background section a brief summary of OCS's relationship with 18F? Would this help potential vendors understand that they will be working with both (at the start, or for however long)? Clarification of the overall roles/responsibilities of each? thoughts? @mheadd @randyhart @DanaPenner
