Update schedule #6

In Section 1.12, the schedule needs to be updated.

So if we follow a similar schedule as the DPA procurement, this is what the potential dates could look like. Post draft RFP Wednesday, March 12 in a close to final form. Request comments a week later (by Wednesday, March 19. Respond to comments, make adjustments, have final RFP ready for posting by Wednesday, March 27. Have room for some adjustments on any of these events, with a goal of posting the final RFP on April 2.

If from that point, we followed similar schedule as the Unified Search, these are the dates:

Issue RFP on April 2, 2018.

Deadline for receipt of questions by April 13, 2018,

Deadline for receipt of proposals on April 24, 2018

Interviews conducted with qualifying offerors on April 30 - May 4, 2018,

Proposal Evaluation Committee complete evaluation by May 16, 2018,

State of Alaska issues Notice of Intent to Award a contract on May 17, 2018,

State of Alaska issues contract on May 28, 2018.

@randyhart - I made some slight adjustments to allow for state-required timelines . All in all it looks good; pending that ASPS delay.

My 2 cents is that this is timeline is fine from a "paper-process" perspective. From the bigger picture w/ content, direction, de-risking, I don't think we can get to a stable place with requirements and risks addressed in 3 weeks.

@sztaylorakgov - I think you are right. Maybe we can think through a more likely release date given the very important non-paper activities you listed that still need to occur? And then put a different line in the sand for release?

I do think we can still get a draft out there pretty soon just to get feedback and let people know where we're heading. Thoughts on that?

@randyhart Oh, I think getting a draft out is great! I have no doubt it will help us to find the soft spots in our remaining work.

This might not be clear, but I took a shot at doing a schedule without an exact RFP issuance date. Wrote it this way because of the unknowns about when the RFP will be issued. Interested in what you all think.

Issue RFP on (RFP Date)

Deadline for receipt of questions by (RFP + 11 Days)

Deadline for receipt of proposals on (RFP +21 Days)

Interviews conducted with qualifying offerors on (RFP + 5 weeks)

Proposal Evaluation Committee complete evaluation by (RFP + 7 weeks)

State of Alaska issues Notice of Intent to Award a contract on (8 week from RFP)

State of Alaska issues contract (8 weeks from RFP).

I tweaked this a bit, as follows: Issue RFP on (RFP Date) Deadline for receipt of questions by (RFP + 11 Days) Deadline for receipt of proposals on (RFP +21 Days) Interviews conducted with qualifying offerors on (RFP + 5 weeks) Proposal Evaluation Committee complete evaluation by (RFP + 6 weeks) SOA issues Notice of Intent to Award a contract (RFP + 6 weeks) mandatory 10 day protest period after State of Alaska issues contract (8 weeks from RFP).
