Section 2.01 needs to be updated to reflect the background and objectives.

Add in background of QAP and how the agile process will work.

I believe this is now finished. It looks as though Section 3.02 still has DPA / Search content that needs to be updated.

Good catch. #9 is for the updates to Section 3.02.
