Mic randomly unmuted on join even though mute icon is displayed in conference #2

What steps will reproduce the problem?
1. Join a conference

What is the expected output? What do you see instead?
Users should be muted by default.

What version of the product are you using? On what operating system?
Latest production, any OS (verified on Mac and Windows).

Please provide any additional information below.
Users show up muted to themselves, but unmuted to others... so they don't
realize they are unmuted. Unmuting and muting fixes it.

The synchronization issue which led to this has been resolved. We have been 
unable to reproduce this 
happening. If this continues to happen, then please re-open the bug
