No surface irrigation when soil layer increased #3

There is no surface irrigation occurring throughout the model domain when soil layer is increased. I tried 19.4m and 49.2m. However, groundwater irrigation is occurring (both unconfined and confined), implying that the irrigation module is running.

CTSM version: 5.2.023, branch gw_dev_Aman, commit bb16187

Using compset I2000Clm50BgcCrop

QIRRIG variables (demand, surface, unconfined and confined) plotted in 4 locations:

VOLR, VOLRMCH, and QIRRG_FROM_SURFACE is empty. But there is QIRRIG_DRIP, don't know how. Bug related to issue https://github.com/akhter0907/CTSM5.2.023/issues/1
