Processor specific intrinsic function support for Intel and ARM CPUs for methods that can exploit the Single Instruction Multiple Data principle.

• Target central modules (core, linalg) to provide functions that utilize intrinsics for general purpose absorption
• Matrix mult, add, sub, etc. methods that use redundant/simple loops
• Intel & ARM methods will be optional installs based on CMake installation flags
  • These methods could be installed by default with CMake by checking system/platform architecture
  • Avoid preprocessor hell
