5th row keyboard not showing up and is turned on

What steps will reproduce the problem?
1. Pulling up keyboard in notes or any app

What is the expected output? What do you see instead?
i only see the regulay keyboard, no 5th row. 

What version of the product are you using? On what operating system
(iPhone/iPod Touch? Firmware version?)?
iPhone 3G with os 3.0

Please provide any additional information below.
