Safe mode loop #457

What steps will reproduce the problem?
1. Moving icons
2. Opening any application
3. Respring

What is the expected output? What do you see instead?

I expect the icon to move but instead it freezes and my iPhone moves to safe 
mode. 
Also after the safe mode I try to open any application but instead it moves in 
safe mode

What version of the product are you using? On what operating system
(iPhone/iPod Touch? Firmware version?)?

iPhone 3G running firmware 3.1.2

Please provide any additional information below.
