how do i open and use this? #9

i know you said to use on CMD, but none of your codes work "'usage:' is not recognized as an internal or external command, operable program or batch file." got this error and other errors tried with adm previleges if i open the file it just closes so i dont understand how to use this

Drag the .exe into any clean CMD window, type a space, and type the rest of the command. image
