Describe the aim of the proposed feature?
When a new plugin package is downloaded from the marketplace using the desktop 
gui, the framework has to restart to load the plugin.
It would be great if the plugin could be loaded without the need of restart the 
framework.

How much you feel this feature will be useful for the project?
