build.bat now does not build the setup file outisde of Visual Studio "build" command #25

Since the build.bat now includes relative paths from the base release folder, 
this will make the bat file fail on manual run.
Make the build.bat detect if the project is being built via Visual Studio via a 
switch.  If the switch is not present, just have the paths be relative to the 
Installer folder.
