Add a phpimagehost news / updates section to the admin #29

Add an option (turned off by default for privacy reasons) to the admin home
page allowing the embedding of a latest updates / news section to php image
host which gives the admin information about:

- latest updates available for download
- news on bug fixes etc

By default (on installation or first update with this feature) this setting
should be "ask" - ie ask the user if they want to enable or disable it.

If disabled, the option should be present to enable it once only,
permanently, or disable it.
