CSS stylesheet not always loaded #9

What steps will reproduce the problem?
1. On some installations (not all) refreshing the page results in the
stylesheet not being loaded.

Probably a problem with some headers being sent to the browser. Will
attempt fixing it by modifying the headers etc.

Fixing this so it works on one server now means that it has stopped working 
elsewhere.

Temporary workaround now in place - the staticUrl() method now creates a direct 
url
to the stylesheet until I can solve this problem.
