frequencies.txt - exact_times is now an officially adopted proposal

The frequencies.txt - exact_times proposal has been officially adopted as part 
of the GTFS spec.  In order to bring the transitfeed library in sync with the 
spec, the Google-specific extension code for validating the "exact_times" 
property should be moved into the main transitfeed package.
