Use a Custom Post Type to for mapping post ids

We have two needs for getting post ids for things that are not post ids:

• Comments (they are in another WordPress table but in Mastodon they are all the same)
• Boosts (because some clients (Ivory) expect them to have a different id than the post that boosted them)
