- upgrade docker base image
- cpu: ubuntu:14.04 to ubuntu:18.04
- gpu: nvidia/cuda:8.0-devel to nvidia/cuda:9.1-devel
- update gpu docker image's minimum arch in Makefile (sm20 is deprecated in CUDA9)
