Add .github/workflows/docker_ci.yml for GitHub Action

CI will be triggered every push event on master & pull requests
which contains following jobs:
- build megadock using Dockerfiles/cpu/Dockerfile
- test small docking (data/*.pdb)
- build megadock-gpu using Dockerfiles/gpu/Dockerfile
