Can not index data in Solr. '403' Status: Forbidden #6

What steps will reproduce the problem?
1. Installed magento-ce-solr and set the port in Solr Search Engine at admin 
page of Magento
2. Went to re-index from Admin page of magento System>Index Management then 
selected all check box and clicked on submit button to re-index data
3. Shows Can not index data in Solr. '403' Status: Forbidden

What is the expected output? What do you see instead?
Need to re-index slor successfully

What version of the product are you using? On what operating system?
Magento V1.6.0.0 on windows7

Please provide any additional information below.
