move enumerate, tangle dependencies to mu.cc #3

This fixes if you are like me and tried "make mu.cc" before trying anything else. Otherwise it'll fail and leave behind an empty mu.cc, and running "make" afterwards will be broken because it'll use the empty mu.cc
