Create a README.md for cpp folder and restructure the files.. #646

Create a README.md file for cpp Folder stating What the folder is and a table pointing to all the files in the cpp folder.

It would be better to group several files that does a similar task into a single folder inside the cpp folder.

Refer C folder README.md and make it similar to that.
