Update `create-vite-plugin-web-extension` to use v2

• Make sure manifest.json and package.json files are added to watch list
• Downgrade to vite 3 unless #67 is finished

Alright, react has been updated to use v3 (which has vite 4 support), along with the rest of the templates. Now all templates will use v3.
