How do we decide on groundwater or surface irrigation?

Code in part 1 has been updated to include surface water as per commit 3d45209. Additional research is required however to cross-validate formulas, assumptions and values used.

Updated, requires review. Awaiting for comments from the World Bank and I will re-evaluate.

No rebuttal to the methodology followed; thus issue is closed as for now. It might be re-opened if additional feedback is received from WB.
