This issue combines #21 #23 #24 #25 regarding the development of future scenarios.

Draft methodology is available here. @ngbaruah can you please upload the code when ready?

[x] The code needs to be reviewed and be brought in alignment with the rest of the repo (ipynb) if possible.
[x] Integration of future scenarios to the irrigation model is still pending.
[x] Once future scenarios are defined more clearly - the engagement ppt shall be updated.
