add_lte_metrics collector #166

Add a collector to get LTE status and signal strength metrics.

@mborgelt thanks for contributing. There are some other places to include include the new option, namely deploy/kubernetes/secret.yaml, mktxp/cli/config/mktxp.conf and mktxp/README.md. Also probably makes sense to have the new collector disabled by default

@mborgelt fyi it was pointed out to me this project needs to be governed by single license, so I fixed the license in this PR. this makes it fair to all other people who have contributed, so hopefully you're OK with that though let me know ASAP if you have any problems / issues, in which case I would need to remove it from the project.
