Keep track of the Flickr photo IDs that we've uploaded so that we don't upload it a second time.

Notes:

Store filename to photo ID mapping in a file.
Provide an option for this to be in the directory where the file is or in ~/.config/rodeo`
Support --force to update the photo itself.
