Add year and VTEC status to events_status

Some deficiencies with the present /vtec/events_status service.

1. No explicit year column, so the href back to the IEM website makes sometimes invalid assumptions.
2. No status column, which is somewhat tricky to compute as partial cancels, for example will cause grief.
