IEM Cow should count LSRs valid at warning expiration #75

Presently, IEM Cow thinks LSR's valid at the warning expiration should not count as a hit for the warning.

NWS Verification Management chimed in with:

Yes, in that scenario where you have an instantaneous/point event at the expiration time of the warning, it will verify the warning as long as it's within the polygon.

So we shall update < to <=
