Currently IEM Cow only considers the initial tag when doing tag based verification. Perhaps we could dynamically update as the tags update with SVSs.

[ ] include the updated SVS tags in the warning listing

Dr Bunkers would like to see this also include the scenario when the tags specify less than severe criterion and then a subsequent severe LSR would not be counted. For example, sub inch hail tag and then getting inch hail report would not verify
