Add NASA POWER to climodat long term climate sites #385

Presently, our climodat database contains grid sampled solar radiation estimates for:

Perhaps we should include NASA POWER as well, since we are already merging it within IEMRE.

Oh my, so POWER is a downstream of a number of different NASA products. At least it does appear that it is not a downstream of MERRAv2, so there would still likely be some value here.

Note: solar radiation starts in 1984

I think this all is generally now implemented, just need some crunching time to backfill the archive.
