10 Sep 2024 NWS Zones Updates #928

The bi-annual NWS zones update is scheduled for 10 Sep 2024, so we shall update our bundled geo databases and make a pyIEM release :smile:

I am unsure what is going on, but all of the SCNs teed up for this date have been revoked and there are no updated shapefiles on the NWS AWIPS data site
