Add VTEC check for simultaneous Hurricane/Tropical Storm Watch/Warning #930

Requested addition to check that a given UGC does not have a simultaneously active Hurricane+Tropical Storm Watch or Warning. Need to be careful that this check is that these are active and not upgraded.
