Support 1930z SPC Day3 Outlook #936

SPC is adding a 1930z issuance day 3 outlook

Bieda III, Ph.D. Chief Severe, Fire, Public, and Winter Weather Services Branch Subject: Initiation of an Afternoon Issuance of the Day 3 Convective Outlook, issued by the NWS Storm Prediction Center, Effective on or about August 20th, 2024 Effective on or around August 20th, 2024, the NWS Storm Prediction Center will begin routine daily issuance of the Day 3 Convective Outlook (SWODY3). The issuance time will be 1930 UTC, and the initial Day 3 Convective Outlook will continue to be issued at 0730 UTC. The content and format of the SWODY3 will not change, and the afternoon routine daily issuance will provide the latest expert assessment of the severe thunderstorm potential across the conterminous U.S. in support of emergency planning and decision making. The NWS Storm Prediction Center will continue to issue the Day 3 Convective Outlook under the following World Meteorological Organization (WMO) Identifier (ID) and Advanced Weather Interactive Processing System (AWIPS) Product Identifier (PIL): Product Name WMO Heading AWIPS ID --------------- --------------- ----------- Day 3 Convective Outlook ACUS03 KWNS SWODY3 More information on the format and content of the Day 3 Convective Outlook can be found in the National Weather Service Instruction (NWSI) 10-512 National Severe Weather Products Specifications: https://www.weather.gov/media/directives/010_pdfs/pd01005012curr.pdf This directive will be updated to reflect the additional issuance time for the SWODY3 issued by the NWS Storm Prediction Center. Of issue for this repo is the need to have a canonical cycle defined for this update. Will likely go with 20. Some tweaks to the IEM website are needed for this too...
