I confirm that on Windows 8.1 Pro x64 this works. All the symptoms posted in the issue description are not present, and Postman loads quickly as usual.

Still to be seen whether everything works as expected, but at least I can start the new year without this annoyance, which had taken a toll on my workflow for the entirety of 2018! bad bad
