Adding more about loans to enchance the game. #538

Loans
Add a time requirement for people to repay back loans upon a certain amount of 
time. Time chosen will depict interest. For example, if you choose to pay back 
the loan within 10 days you only pay 3% interest. If you choose to pay it back 
in 20 days you pay 5% or something similar. After so many days of not paying 
your loan back you will get notifications that you are not paying it back and 
after a set amount of time, like 30 days that your loan is not paid back or 
that you are not at least trying to pay it back, a mission will be added as a 
mission to track you down and find you. There is a payback virus which if you 
get hit will make you pay back all your loans and these will be what players 
will use to make you pay back your loan. If you do not have the money to pay 
back your loans, then some of your hardware can be repo'd and replaced with 
lower versions. Of course the time limit to do so will be level based.
