No traces in admin logins.

What is the Version you're running?
Version: 2.0.9.8p

(1) In Game User Name:overkill13

(2) What is your issue?Nothing done inside the admin login is producing a trace.

(3) What steps will reproduce the problem?
a)Admin log into anything on a server, particularly manager login

(4) What is the expected output? What do you see instead?
It used to be that only the file servers gave you missions without any traces.  
Now all missions, except db, res and bank, can be completed without any trace 
timer at all.

Perhaps this was intended, I'm not sure, but previous conversations (a year or 
so ago) led me to believe that we did not want Employment, Archive and 
Municipal edits to be done without traces.

Some servers, say www.gsi.gov in America, have a tracer on the manager level, 
2_admin_main_menu in server scan; others like, www.kiddox.gov in Africa, do not.

I think that tracers should be on a separate page so that the order goes as 
follows:

security page -> blank tracer page that redirects to the main menu -> main menu 
of the appropriate level

That way, you get traced only if you actually break a security point instead of 
getting traced while accessing a 'restricted area' which may not be restricted 
if you actually are admin.
