Mission Steal Financial File Data Exploit

What is the Version you're running?
Version: 2.0.9.8q

(1) In Game User Name: Jinx56

(2) What is your issue? File data changes when mission is complete allowing 
User to find other missions looking for the same file and repeatedly complete 
the mission without having to re-download the file from the Bank Server.

(3) What steps will reproduce the problem?
a) Download a 'Steal Financial File Data' file from a Bank Server
b) Look for missions targeting the that file
c) Load Notepad on the file each time a mission is completed
d) Repeat step b

(4) What is the expected output? What do you see instead?
a) Either the file is deleted when mission is complete
b) The file data does not change
c) The file is unique for that mission
(a + b may have cause conflicts if the User has accepted 2+ missions at the 
same time which are targeting the same file)

(5)Please provide additional information below.
a) what were you doing when you discovered the problem? Doing exactly that 
until I realized the file data was changing.
b) are you able to retrace your steps in order to reproduce the problem? Yes
