Hwdiag could not be plugged in after logon. #553

Summary: 
Only observed once! Immediately after logon, when attempting to plug *in* 
hwdiag, the hwdiag unplug cooldown dialog displayed stating that the remaining 
cooldown time was ~ 2,000,000 minutes. On second try, plug in succeeded. Unable 
to reproduce.

Steps to create (unable to reproduce):
1. Log in (hwdiag was unplugged at previous logout)
2. Open hardware pane.
3. Click hwdiag in available hardware, choose re-install.

Expected results:
Hwdiag reinstalled.

Actual results:
Unplug cooldown dialog displayed and re-install did not succeed, as described 
in summary.

sounds like a fail time request from the server, chalking this up to the bad 
connection issues we had days ago.
