Proxies tab in GPS displays empty list / incorrect list in certain situations. #599

Summary:

Immediately after loading a bounce route or disconnecting from a server, the 
proxies tab in the GPS consistently displays an empty list even when proxies 
should be available in it. When this happens, pressing the "proxies" tab button 
a second time loads the list. This is especially confusing to new users, who 
frequently seem to press the "proxies" tab, see nothing, and give up on it 
forever.

Recreate: There are a few situations where this happens:

A:
  1. Connect to a bounce route.
  2. Switch to proxies tab. It will be empty.
  3. Press tab again. It will update.
  Happens every time bounce route is connected.

B.
  1. Disconnect from a server (thus clearing current route).
  2. Switch to proxies tab. It will be empty. Press again, updates.

C.
  1. Connect to a bounce route. Do not go to proxies tab.
  2. Switch satnets while bounce route is connected. 
  3. Switch to proxies tab. Previous satnet's proxy list is displayed.
  4. Press proxies tab again, it will update to correct proxy list.

There are likely other situations where this occurs; the common theme is the 
proxies tab list displays incorrect results when the route changes for any 
reason.

Note: I have confirmed that situation C *cannot* be used as an exploit. An 
attempt to save a bounce route in a satnet from a proxies tab containing 
another satnet's servers will result in an empty route.

Correction: I wrote "the proxies tab in the GPS consistently displays an empty 
list even when proxies should be available in it". I meant "the proxies tab in 
the GPS consistently displays an empty/incorrect list". I changed the report 
after noticing situation C but did not update all of my text.
