Feature request Adding neural style transfer algorithms #1764

Neural style transfer is a technique that combines the content of one image with the style of another. It uses deep neural networks to analyze and extract the content and style features from the input images. Then, it synthesizes a new image that preserves the original image's content while adopting the reference image's style characteristics. This process allows for artistic transformations of images, creating visually appealing results resembling famous artworks or unique styles.

one can change the way his picture/face looks using neural style transfer techniques

I can try to add this feature please assign this issue to me under gssoc 2024 I can fix it
