Add delete locks for resources that hold data

Since there is a chance of resources being torn down and recreated, its important that have locks on resources holding data. This is to avoid the risk of losing any data. These include at least:

• [ ] MongoDB
• [ ] Storage accounts
• [ ] Container Registries
