When deleting a stack it is not deleting everything and in fact it can actually fail to delete certain resources as they are considered to be in use. The system should understand the errors and retry deletion for the resources it couldn't delete and make sure it is all deleted.
Things that needs special attention:
Azure Keyvault - needs to be purged as these are being kept after delete
