Today we automatically provision a container registry when one creates an application and it is linked to the application.
We should make this optional:
Some applications don't need their own registry
Organization level container registry
If one has a registry already (GitHub, Docker Hub, Azure...)
For managed registries we should allow registries to be added at an organization level and application level.
