Mention on the Java document and webpage that you don't *need* RLGlueCore #70

Somewhat politely say it.

Also, in general, instead of saying you need the RLGlueCore project, maybe
just say you need the rl_glue executable socket server, available in the
RLGlueCore project (link).

Do this for Matlab, Java, and Python.
