fix(promo): notice changes to Argo CD source updates

This ensures changes to Argo CD source updates are noticed without requiring the revision to change. An example is a container image managed through the source update mechanism, without a new Helm chart being released.

Have confirmed this to address the issue for both single and multi-source Applications.
