Issue description

Tooltip options should be available on menu-item.component.

Current behavior: On the left sidebar > menu-item.component an major options is missing that's belong to usability and that is tooltip with right position.

Expected behavior: Tooltip options should be available on menu-item.component only when sidebar state="compacted" .
