Current behavior:
When running a build on Visual Studio 2017 the first build takes about 10 seconds to build the API (With no changes) then if you make a minimal change, even just a space somewhere in the code, it takes up to 2-7 minutes to build. It seems that this is related to the angular 7 build, because when you build just the angular application, it can take up to

The build should not take so long
Steps to reproduce:
Just download the template and run a build with NO changes and then do some change like adding a space somewhere in the .net code, and then it will take long to build
