Submissions not uploading

@valllllll2000 one of our partners is experiencing that after submitting data offline, the submissions seem to not fully sync to the backend. The data points remain in submitted status. I have asked them to confirm which data points they feel are not reaching the database, so we can confirm if this is indeed an issue of data being 'stuck' or if it is the same problem as here: https://github.com/akvo/akvo-flow-mobile/issues/1098 They will also be sending screen shots of the list of data points, History of the 'stuck' submissions and the Transmission history.

We are finding this problem happens most often with our Ethiopian staff in West Arsi. To locate these surveys use the pathways below. I have also listed the number of surveys we believe are missing from the cloud. I will follow up with screen shots of the missing submitted data soon.

This problem has been happening across several phones in the device group ET-WAZ. Specifically, the phones ET-WAZ Duke (IMEI: 358978062100479), ET_WAZ Muse New (IMEI: 354124073772345), and ET-WAZ Turo New (IMEI: 354124075303552). The phone type of these phones is the Motorola Moto G4.
