Inform the user datapoints were unassigned #1513

With the new datapoints assignment it may happen the datapoints get unassigned from a device. If this happens, we need to inform the user somehow how many/which ones were deleted.

With the issue https://github.com/akvo/akvo-flow-mobile/issues/1470 datapoints will be unassigned. It seems we need to inform the user if:

datapoints were unassigned (currently they are removed from the device)
datapoints were unassigned but we allow to submit saved submissions but not new ones. In this case the datapoint will not be removed but any other submissions should not be allowed. This seems not be clearly defined yet.
